How in the heck does someone actually contact Paypal?

Phone system isn't working as it disconnects every time. The message system's automation cannot handle the issue and no human responds there. The stupid phone ALSO doesn't provide an avenue to a human that is meaningful to the issue I am having.

 

For those who give a crap about the issue, Order from China doesn't, in any way, match what I ordered but the PayPal invoice nor their original website seem to have any insight into what they think I ordered. So now they are demanding a return on a product I never received and Paypal is going along with that and forcing me into the RETURN system.

 

So, HOW does someone actually get in touch with someone at PayPal in reasonable timeframe?

If you didn't receive an item then did you open a dispute for non receipt?

Only if they are telling you to return it then it sounds as if you opened a dispute for item received but not as described.

 

If you did then yes you would have to return the item to the seller.........

 

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
