How do you reach customer support for restricted business account?

PayPal closed (restricted) a business account. I am happy to discuss it with them but how? I can't log in. I tried to email a reply back to emails sent to me in the past but they all bounce (they must have been automated or outgoing only email addresses). Tried to call Paypal, told they will call me back in 50 minutes. When they did, I pressed "1" to indicate I am the correct person to speak to. I was put on music hold and one minute later disconnected.
PayPal needs to beef up customer service personnel.
