How do I make a formal complaint about a customer service operative

“Kiran” had no understanding of debit cards and kept insisting that I downloaded a separate statement. This was to resolve limitations on my PayPal account. He was rude in his conversation and proceeded to add extra layers of verification onto my account. Knowing full well that one of my cards, needing verification, was lost and replaced. He told me it would be a waste of time to review my case and that I should just download the documents. I pointed out that I don’t receive bank statements as all my transactions are online. How unprofessional. I cannot find the complaint procedure. Over 10 years with PayPal but I feel I’m going to leave this establishment. Shame.
