How do I help my dad who was scammed?

On 2/26/2021, my 80yr old father (Al) took a call fro[Removed. Phone #s not permitted](I believe it's a burner). Al proceeded to download an app to allow "Peter <removed>" remote access to his ipad. "Peter" downloaded PayPal and created an account using Al's debit bank card as the funding source. "Peter" made 2 purchases of "*Crypto Hub" totalling almost $4,000. By the time Al realized what was happening, "Peter" completely deleted the PayPal app from Al's ipad and wiped it clean of any history for the PayPal app. I went to Al's house the next day and removed the remote access app. I immediately froze all of Al's credit report and he had the foresight enough to cancel his debit card on 2/26/2021. 

He filed a claim with his bank which ultimately refunded him the money. However, the bank is now disputing the refunded money stating "the merchant is stating that the transactions are legitimate and no cancellation was requested thus no refund is due." Of course because the mail service is SLOW, the date on the letter is 4/22/2021 and he has until 5/2/2021 to respond or the funds will be un-refunded. 

PayPal is of NO HELP to file a fraud claim because we do not know the user name/email/password that "Peter" used to set up the account. I have the exact amounts of the 2 transactions, the bank card that was used, codes within the transactions at the bank that identify the transactions with PayPal and that's about all. We are against the clock. 

My 80yr old father cannot call and defend himself. Called PayPal today and try and find out what to do...explained myself for 20 minutes, was told to file a police report because I don't have the email that was used to set up the account. DUH. Of course I don't. I am posting this from MY account. Asked PayPal - don't you have backup if I give you transaction information? Asked to speak to a supervisor. Been on hold for 40+ minutes now. 

Yes - I know...it's 2+ months since this transpired, but PayPal gives 180 days to file a fraud claim.

 

HELP!!!!!! I will be filing a police report tomorrow because I will be at my dad's house. PayPal has to be able to help resolve this.
