How do I get my money back from a scammer

I purchased an item from a phishing website and they said they delivered my package but I never recieved it. They provided paypal with a tracking number but when I try to contact them I get no response (before and after deliver). It turns out their site is a scam and the address/phone # they provided is a scam. What are my options? Should I file a police report? Is there any way paypal can stop payment to the seller?

Contact customer service for assistance to reopen on appeal:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US. You're going to have to get that tracking number so you can go to the post office and as them to look up the GPS delivery coordinates and see if it is a box, envelope.

 

Or, if you paid with credit card, call card issuer to file a dispute with them. Their dispute terms are much broader.
