How can Paypal say they have resolved an issue when they havent

Paypal were a company I used because of trust. This trust in there helping buyers resolve problems has been badly eroded since being told they found in favour of the seller because I didnt send information. I have proof the information was sent so to close the dispute was ridiculous. Trying to get through to speak to a human is nearly impossible but with some patience a supervisor eventually phoned and afterwards said there would be a credit to my account which has never happened. I have since tried to get back into the system and have been told on chat there is no record of this agreement. Am I a liar? I have never been treated like this ever and want to know what I can do
