Help with fake website purchase - item not received

I purchase  a pet supply item off  a website and after payment using Paypal, I realized the website was probably fake and immediately filed a dispute for Item Not Received with Paypal.  Paypal reached out to the seller who provided a UPS tracking number for something that was delivered in my city, but not to my house.  How do I convince Paypal that the tracking was bogus and I still didn't receive the item and that the seller was fake so I get my refund?

APPEAL.


To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

I agree, PayPal will not help with this.  I have been caught in a catch-22 with PayPal since early April with a similar situation -- item never received, bogus UPS tracking ID.  PayPal asks you to get proof from UPS, but UPS won't give exact information because of privacy issues -- they will only confirm that the package wasn't addressed to you and didn't get sent to you.  Every time I've provided proof to PayPal, they've told me it's not enough and I should file a police complaint.  If anyone has had any success dealing with this, I'd love to hear about it.  Thanks.

I have the same exact problem right now! I ordered something off the website and I noticed something suspicious so I asked to cancel it and refund me back. No response. So I contacted paypal and provided the transaction id on the receipt and it says the item has been delivered 2 days prior to when I even placed the order. Customer service from the website gave me a totally diff paypal transaction id to provide. Still awaiting response from paypal now that the transaction id is actually different from the one I initially provided them with.
