Got scammed and paypal close the case to protect the scammer

Ordered a liquid core d20 off of a facebook ad. They are super fancy and expensive. paid almost 16USD to get it shipped to me. Some regular cheap junk dice arrived which are at best 2$ off of wish or ebay. Opened a case for a refund. got offered a partial refund with no specified amount so I disputed that I wanted a full refund and then the case closed with no refund given to me. Can't re-open this case now. Can't get onto talking to a human to get this fixed. It's clearly a scam which thrives off of being able to slip through the cracks - plenty of people can't be bothered even asking for the refund or forget outright and then plenty more people probably take the partial refund, so the scammer stays in business uploading videos of amazing dice made by someone on etsy and then rip people off by sending them cheap junk off ebay.
