Goods not sent - SCAM? And Paypal won't help

I ordered a cardigan  in February, the value of which was $71.99 (£58.09). I have not received this item. However, what I have received, and what I did not ask for, was a package containing a mobile 'phone cable, 'phone stand, and pouch. The value of these items, stated on the packaging is $6.  This package was sent to me but is most definitely not the item I have paid for. The seller has been of no help, and PayPal says the sender has sent the item and closed the issue in the resolution centre - I suppose the seller has shown they've sent an item but it was not  not what was ordered. The Paypal process just keeps sending me round in circles. I tried live chat but the person just said it was closed. Can anybody suggest a way through this? Thank you.

If you use a bank card to pay on paypal call your bank and place a chargeback.

The seller has agreed to issue a full refund for $71.99, but requires me to send the unwanted items back to them. Why should I have to bear the cost of returning to them, something I did not even order? In addition, am curious as to why the address for the return is completely different to the seller's address on the original packaging. Hope someone can assist me with this.
