Fraudulent Transaction

PayPal reviewed the claim and deemed it legitimate regardless of it being in a different currency, placed in the middle of the morning and is being shipped to France. So purchased in and shipped to France - I'm in Australia.

 

How does PayPal review these disputes and how to I escalate this and or speak to a PayPal representative? I just remembered why I never previously used PayPal!!!
