Fraudulent PayPal charges on my Amex account but not on my PayPal account - can't file resolution

I purchased three separate items on eBay from a vendor who never sent me any product.   I received a message on the same day advising me that they think this vendor is committing some form of fraud but not to worry - my purchases were guaranteed.   The purchases appear as PayPal on my American Express account statement - but oddly - the same charges do not appear on my PayPal account so there is no way to file a resolution.  I tried using the messaging app to communicate but wasted 6 hours.   Can someone help ?

Good day @gshwec

Welcome to the community and thanks for posting.

It is possible that your payment was a "Guest" checkout reason for you not to be able to see it in your PayPal account.

To file a Dispute against your seller, you have 3 options.

  1. Contact eBay.
  2. Contact your card issuer or your Bank.
  3. Contact PayPal Customer Service to manually file a Dispute on your behalf.

To get a hold of a Customer Service representative, kindly click "Contact" at the near bottom of the PayPal pages to see available options.
