Erroneous Account

My son has an ongoing problem in that someone has set up an erroneous account using his email address

 

This has been reported to the ICO as a breach of GDPR due to the fact that PayPal do not appear to validate email addresses, but of course its going to take a while to work through the reporting system

 

He has tried numerous times to engage PayPal to solve the problem but so far without success. PayPal just keep telling him to log into the resolution centre to sort it BUT -

 

He cannot login because he does not have the account password and he cannot reset the password because the code goes to whatever number the person has entered when creating this account.

How on earth can we get my sons email removed from this erroneous account, or do we have to wait for the breach of GDPR to work its way though the system with the ICO?
