Email and contact with a dubious PayPal impersonator

Received the email below with a potential charge to PayPal.  Not a purchase I made.  Contacted the number to dispute what the representative said was this charge another charge in Russia, one in Ohio, and one in Mississippi.  Also he said the account showed a $5000.00 loan taken out on the account.  Wants me to expect a call back at 3:15pm CT so I can go to a Dollar General and create four $100 charges to a credit or debit card to verify my identity.  He even sent me a verification test code to verify my phone.  (which he could get from his caller ID.)

This has to be a scam...RIGHT.  How can we catch these theifs?
