Dubious tracking number

Today I just lost a claim filed with PayPal against a seller in China who provided me with a dubious tracking number, purported for an item shipped to me. I filed the claim because the package bearing the tracking number, which I intercepted at the local post office at my end, was addressed to other consignee and I learnt later that it was delivered to 'mdrop' (mail drop system in which the package was 'drop off' at the address without the recipient's signature). 

PayPal made the decision in the seller's favor after receiving shipment tracking from the seller confirming that the merchandise was delivered. It was unfair that PayPal decided in favor of the seller without getting more information from me. The package that were shown to me was far too small for the item ordered. Furthermore in May alone there were 28 negative feed from buyers on the seller and most were on fraudulent tracking numbers and merchandises not shipped or never arrived.

Contact customer service to appeal the case and provide this new information:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Say "Live Agent" to the automated recording.
