I ordered 40 Mega rolls of toilet paper. I got two tiny (maybe even remnant) rolls. The seller refuses to correspond. How can this not be in my favor? It has been decided that since something was delivered, paypal isn't responsible for helping me out. Any ideas?

When you receive an item there is an option to change the dispute from non receipt of item to item received but not as described but you have to be quick before it closes.
As you can only open 1 dispute per transaction then the only way you can get a second one opened is by contacting customer services as per below.
OR if you funded your paypal payment via a credit card then see if your card issuer will chargeback for you?
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

I opened the dispute originally because the item had not arrived. The vendor provided a very belated tracking. The item arrived. Paypal closed the dispute once a tracking was provided. I did not get what I ordered. I let the vendor know this. I opened a new dispute with Paypal about the wrong item. They closed that dispute without comment. In case you are interested, I ordered 40 mega rolls of Charmin. I got 2 depleted rolls of toilet paper. It was a scam from the gitgo, I believe.
