Dispute , pending payments

Hello, I wanted to ask a question because I am stuck. I opened a dispute as I didn’t receive an item from a seller. This person then sent me the refund ,but now PayPal is telling me to send there package. But they didn’t buy anything from me??? And now I cannot access the money as it is on hold!

Actually that is probably 2 separate issues.

 

1. Did you open a dispute for 'non receipt of item' OR 'item received but not as described'?

If it was the latter then normally you have to return goods for a refund 

 

BUT

 

2. If the seller has already refunded and its on hold or pending then it could be this and not paypal holding your refund............

 

Pending refunds can only happen for two reasons.
1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
