Dispute Closed with bad tracking info and a lie that the package has been delivered

So I opened a dispute.  Paypal closed it because the seller put in a tracking number that was false, doesnt have my address on it, says its for 1.5 pounds yet my delivery should be over 40pounds.  So I reach out to UPS, they confirm the tracking number is NOT for me, came from Amazon and was signed for last Friday by someone that I dont know.   So now what?  I can re-open a dispute.  This sucks!  Im out $139 from a Chinese vendor and no chaise lounge chairs.

I have the same exact problem.  I ordered an item from a site that seemed legit.  They sent a tracking number that had something shipped from amazon the day BEFORE I placed an order.  False shipping information was accepted by paypal.  I have all the evidence submitted, yet paypal decides in favor of the scammer??  Is no one looking at the documents being uploaded that proves the scam?

Paypals non receipt of item dispute is mostly automated, tracking proves delivery = seller wins, you now have to do some work yourself so paypal can assist you in getting a refund from your chosen seller.


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

RESOLVED!  Took a phone call to a very nice woman at Paypal but she saw the UPS tracking number, ran the number, saw the item was not mine and sent through the refund.  Thank you all for your input.  I wish you all success in your disputes.
