I opened ticket to steamgames.com and that's what they said:

In order to help you with this issue, please log in to your PayPal account and provide us with the 16-18 digit long invoice ID associated with the purchase(s) in question. If you do not have a PayPal account or the charges do not appear in your PayPal transactions, please contact PayPal Support directly regarding these charges. Steam Support is unable to locate charges processed through PayPal without the invoice ID
so I opened PayPal and I couldn't find the transaction this is the screenshot of my deducted amount hope you solve my issue thanks. @deducted
