I have posted a help issue on the message centre almost a month ago and no response - account is limited and PayPal doing nothing about it.
Very bad service covered by Covid situation is nonsense when an account is limited.
Immediate action required urgently.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
