I pre ordered a code for Forza horizon 4 on ebay on the 26th of august 2018 and it never arrived (and after searching for months for a solution someone on the ebay forums pointed out for me that pre orders for digital purchases aren't allowed on ebay).For the past few months, I have tried everything (but ask forums because I didn't think that community forums would be able to help me with this) on what to do and even after contacting paypal and ebay's twitter accounts, even they started to ignore me after a few messages.
After posting this on the ebay forums a few days ago, some people pointed out to me that although I did this purchase through a credit card, paypal would be able to help me since I con launch a dispute with them up to 180 days and since paypal won't respond to my messages on twitter, I was hoping that someone would see them here.
Earlier when @askebay was still answering my messages, they sent me these details to open a dispute through @askpaypal ,but they had told it was not possible then but I'm posting the details again to see if they will accept it;

You might be wondering why I pre ordered a code through ebay and the answer's quit dumb. My parents had let be buy some stuff online for less than $100 and this was $10 cheaper so I bought it here 🙂 .FYI, My dad did the final payment and confirmation.
