Closing Account

I'm trying to close my account, but it is limited.

The below error pops ups every time I try to close it.

Any idea how to deal with it?

If its limited then you can't close it, paypal limit it to stop you being tempted to re-use that email address or any cards / bank accounts on another paypal account against their rules.
