Closed Case Money Not Received by Sender or Recipient

Hi, all! I sent someone money on 5/20/2020. She was not available to refund the money to me as we both agreed to, so I went online to "dispute" the charge. It automatically created a "Case" and I got a message saying that a verdict would be rendered by 5/30/2020. Fortunately, by the next day, 5/21/2020, I did get a response, but my request to stop sending the funds was denied because I have sent her funds in the past, and, of course, it wasn't "fraudulent" because of this. The problem is, the full amount of the payment was deducted from my bank's checking account immediately on 5/20/2020, upon my initial payment, and has not been refunded back to me since the "Case" was closed, as PayPal indicated. The concerning part is that she hasn't received the funds either. So, I got charged, and PayPal never pushed the funds to her, and she is needs to make a payment by using this money in a few days, and I don't want to have to pay double. There is NO way for me to get a representative from PayPal on a live customer service call, and the chat keeps referring me back to "Disputes" on a loop with no way for me to state my case. Please advise if you have a resolution that I may put into play. Thank you!

Never file Unauthorized transaction on payment that you knowingly sent that no one broke into your account to make. PayPal will deny it. All this is pre-programmed into the software. The system will do a check of yours and the recipient's account history and to see if its looks fraudulent and technically, this transaction wasn't fraudulent, you just wanted to cancel the payment, which is beyond the scope of the dispute system it seems. There's no contingent for such situations even though PayPal help docs tell you to file a dispute but they don't tell you what kind because there is no such claim type for mistakes or changes of mind, while payment processing is in progress. Bank payments cannot be stopped half way and make a u-turn, its automated and have to go to its foregone conclusion and then refunded, canceled or declined by the recipient depending on the payment status.
I am not sure how long it takes for PayPal to release the money back to the recipient after a dispute, since the Unauthorized dispute is denied. Ideally, it should be instant but its software, who tf knows.
Sometimes a bank payment will take a while to complete while PayPal paid ahead to the recipient for you so you may need to wait a few days for the bank payment to clear and see what happens. If it was an eCheck you can call you bank to cancel if it is still pending in PayPal.
Once the funds get back into the recipient's account, recipient have to issue a refund, or where possible, decline the payment. But for the most part, the recipient has to take action to refund the money if the transaction is listed as completed. PayPal can't go into someone's account and refund in this situation.
