Claim Question

 Hello,

 

It seems like I'm getting conflicting information when I call about my claim and when PayPal emails me updates.  I tried to work with an Ebay seller on a purchase I made on 4-16-18.  The item had defects and was not as described.  The seller offered to send me a replacement after I initiated an Ebay return, but asked that I cancel the return so that he would not be obligated to send me a replacement and accept the return as well.  I cancelled the return and then the seller quit answering my messages and never replaced the item.  I called PayPal and they submitted a claim on 8-17-18 and said that if the seller does not respond by the August 27th, they would rule in my favor.  I didn't receive any updates and called back on 8-29-18 and they confirmed that the claim should be decided in my favor and told me to watch my email with updates.  I received an email later that day stating that they were still waiting for a seller response.  Now, when I log into my PayPal account  it shows that the claim is being reviewed by PayPal in the resolution center.  Today is September 7th and this process is taking much longer than I was initially told it would and would like to know how long it takes for PayPal to determine a resolution once it shows they are reviewing it.
