Chinese Phone Purchased on Paypal Credit - Completely Different Phone Sent

Purchased a Chinese Phone using Paypal Credit.
Supposed to be Android 9 - phone sent is Android 6.
No NFC function.
Fake camera details.
Etc Etc.
How do I raise a Paypal dispute as can't see how to do it on website.

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" and select:

I received an item that's significantly not as described  

The product or service was significantly not as described in your order.
