Charity Confirmation

Hello, we are looking to confirm our charity with our paypal account. 

if I click on the link to confirm, I am taken to a page that tells me about my account limits, which does not seem at all connected, and there is nothing I can find that will take me any further through the process. I have attached screen shots of the two pages. I am feeling like this is a bug, but maybe I am missing something? Thank you very much for your help!

I'm having this same problem, tried to call, twice, but after a minute waiting for a ringing phone to be answered, the call was ended by them, twice! Not sure where to go now to resolve this.
