Cant get past the automated dispute resolution and it does not understand my problem

I have and ongoing dispute that through the sellers actions has taken more than 180 days to resolve, its seems unfair that Paypal refuse to help. Its entirely down to the seller why this has taken more than six months, the resolution centre just goes through a loop which tells me its too late to resolve. Surely I cant be the only person who has bought a product or service eg, pre order item, holiday etc, where the nature of the purchase can mean it takes over 180 days to know there is a problem. Further any merchant in this scenario just has to stall resolution and then pay-pal will not help.

Paypal gives you some protection up to 180 days, this is the same timeframe that most credit cards also give you.
After that timeframe you have the option of private legal action.
Advice is voluntary.
