Cannot view Message Center

Hello. I had a person account and I contacted PayPal that someone cannot send me money. I got a reply and I could view it. Then I replied with a screenshot of the error I get when I login through the browser. After that I got an email that I have got a message but when I logged in to the PayPal app, I could not view the Message Center option. I logged in through browser and same issue. I then upgraded to business account and still could not view Message Center. I have messaged customer care to downgrade my account from business to personal and no reply. It has been more then 24 hours. I also messaged them that I cannot view message center as well. Thanks Sheefali
