Cannot open a resolution for a fraudulent transaction

I can not open a resolution for paypal fraud i brought a item from ebay which was used by a fraudster they comprimised the ebay sellers account with their paypal email .

Paypal says open a resolution its nuts while im waiting my money is slipping away.

The ebay staff recalled the transaction but when i logged in to paypal that refund had been cancelled somehow not by me  asking paypal is so frustrating.

i get to step 3 of the resolution process and it wont allow me to go further customer services and live chat wont help me its all nuts

What step 3??

If its a paypal dispute then did you file for non receipt of item?

If you did then put in all the info and escalate to a claim....that is all you should have to do.
