Cannot Submit Resolution Center Case

I am attempting to submit a case for an item that has not been shipped yet (nearing 30 days post purchase).  I have contacted the seller for shipping tracking # & then later contacted seller to cancel order / request refund.   No response from seller.  After beginning a new case, filling out the required info,  & uploading supporting evidence to PayPal Resolution Center- I click Submit and am met with an error message that states "Error: We Our Experiencing Issues On Our End. Please Try Again Later."   I have been trying for over 24hours but continue to receive the error message.  Really would like this resolved so i can get my hard earned money back from a low life seller.   

 

Any help would be greatly appreciated!

Sorry but what do you mean by 'begin a new case?'

Have you already opened a dispute and closed it already?

Only you are only allowed x1 dispute per transaction.

 

If it is your first dispute then try clearing your cookies/cache or try another browser or device?

Failing that you may need to contact customer services to open one for you?

 

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
