Can't get answers from PayPal

Does anyone else have this problem? I can't get a straight answer from Paypal because many different people are contacting me from overseas and none of them know the story. I'm trying to get someone on the phone and it is impossible! There has been a dispute on my claim for over a month and nothing is being done. I purchased something through paypal - 1/2 the order was damaged and 1/2 the order never came after 6 months even though promised by May 2020.  I sent the damaged merchandise back to China at my cost and the tracking shows the company signed for it 2 weeks ago. Unfortunately, there has been no refund. I'm out over $160 and have NOTHING to show for it except hours spent trying to get my money back! If you know how it is possible to reach somebody, please let me know.  I'm desperate! Thanks.
