Buyer got refunded and I didn't get my item back

I sold a pair of Gucci trainers on eBay,

 

About a week later I get a message that the shoes are too big and he would like a refund. There was an option on eBay to not agree on it and refuse the refund as I mentioned the size, so I did that.

 

About another 10 days later, I find my PayPal account to be short by £170, then I found out that it was for that buyer. I did not know about this case that was opened by him as my funds were not on hold and I didn't get any notification, so I thought I would get my shoes back in a couple days. It has been 3 weeks now and still nothing.

 

I have had 5 messages on and off with PayPal, they are arguing that they have sent me email notifications and its my fault and they cant do anything about it.

 

I've tried to contact the buyer but with no success, no messages back or anything, I even found his phone number and managed to call him, as soon as he heard I'm calling about the shoes, he cut off.

 

I feel like I've been scammed and cant do anything about it.

 

Anyone been in a similar situation and have any tips what to do next? Or can I not do anything at this point?
