Blocked account with money in it

So the problem is, I've send the money to my friend,who created a fake account, because for some reason paypal didn't want to create an official on from my Country,and he wanted to buy a game,in that day paypal had some troubles with connection and after several times trying to pay,paypal blocked his account. Now he cannot confirm his ID because the name on the account is not real,but he has all other info. Can he restore account or at least take the money from it?

Unlikely.

To prove i.d. he would have to send documents to prove the (fake) name on his paypal account matched those documents he sent and to prove that the name on his paypal account was his legal name.

Does he open bank accounts in fake names as well?

Not really,this is an old account,it wasn't verified with a passport
