Buy from established brick and mortar stores such as Target, Home Depot, Nordstrom etc. Or established well known online vendors. I am still going to buy on ebay and Amazon like I have been doing for the past 20 years. ALWAYS check their feedback before buying. Some negative feedback is unwarranted so you will have to read the actual complaints.
As for these online scammers, the common denominator is a fake physical address, usually a family residence, and fake email along with fake American names. There are so many "expose the scammer" websites now that I never heard of until I got scammed. Do a Google search for the name of the company to see what comes up and don't buy anything from the Google ads you see on the page result!
