Anyone else getting tired of PayPal's Lack of Personal Support

I recently had a fraudulent charge on my account. Reported it as fraud, 2 days later, Paypal resolved it in favor of the merchant without even a phone call with me to discuss.  

 

Back when they HAD phone support, I talked to someone AT Paypal, they said they noticed an unusual login and were going to submit it back to management (yeah right.. nothing happened), now I get on the call and guess what?  I only get the USELESS Message US, but not really bot.
