An item I didn't receive

I got email from Pay Pal 

"Dear Sigutė Berštautaitė,

Thanks for contacting us about your claim. Based on the information we received, we're changing the reason for filing this claim. You submitted your claim because you did not authorize this purchase.

We'll continue to investigate your claim and we'll let you know if we need any further information."

 

Can you explain me, how there was no unauthorized use, if I bought shoes, payed for them, but didn't get them. I wrote message for seller to return my money, bet she ignored my message. Can you help me to return my money? I have all chat and payment photos.
