Account permanently and cant withdraw

My account has been permanently banned and i try to withdraw my funds in my account and it says to visit the resolution centre and when i do, it just says i can no longer use paypal services. I tried messaging Paypal but none have been able to help and when i call it says customer services are unavailable and the call just ends. So how am i meant to withdraw my money if the system doesn't let me and Paypal isn't helping either?

PayPal has to notify you first that your funds can be withdrawn. Has this happened yet? Has it been 180 days? Due to the virus, response will take longer than usual. 

You can Log on and go to the Help Centre and in the list of categories you see, navigate to Account Limitations and send a message again. Have to be patient and persevere during these times to get in touch with customer service due to reduced staff.
