Account limited and not possible to get it back

My account got limited with a message saying that "we no longer offer you PayPal services", because I had "activity in your account that’s inconsistent with our User Agreement". But I didn't do anything against the User Agreement.

My activity wasn't against the user agreement, it's just an error. I got multiple refunds (most from the same sellers), because those sellers didn't accept a coupon I did use, and so they refunded (0$ refund actually) my purchase.
