I can't figure out how to get to the resolution center to see my account limitations

Click on 'more' on your summary page and scroll down to the resolution centre.

@kernowlass sorry to bother, I saw you are the best advisor here. Can you kindly tell me how to find the message center? I need to write to paypal about my expired card and how I can't update it. but i can't find the right way.
