this is the message I received, "After a review, we've decided to permanently limit your account due to potential risk. You’ll not be able to conduct any further business using PayPal."
I can think of no reason this might have happened, except for I might've made the account when I was 17. I am however, 18 now, and all the information is the same. I also cannot make a new account with the same information or it will be limited as well.

The account is an underage account and so was opened illegally.
Basically even though you are over 18 now the account was opened when you were under 18 so is basically fried.
You would need to check with customer services if they will allow you to open a new account.
Advice is voluntary.
