Account limitation

My account is limited and i am unable to make purchases.  I lost money in a dispute and resolved the funds, now having $0.41 in CAD.  I cannot use my paypal due to these limitations.  It keeps telling me to add another card to resolve funds (even though there is a positive balance on the account) and when i do add another card it says I cannot transfer more money than my negative balance (which doesn't exist).  I use automated paypal payments to fund my online business and I am at risk of losing my business due to paypal not letting me send money.
