Account hacked - but cant get response from Pay Pal

hi

I received messages that my PayPal account had been taken over - this was a series of PayPal (legit) messages that said my email, telephone, security questions, one touch, 2 step and password were changed to a Russian (the email ends Ru).

Via guest messages I informed PayPal - oddly seemingly no transactions had taken place and I changed my cards at my bank and changed passwords on other accounts.

The first person i contacted said they were having a lot of these and a manager would contact me, but the account was blocked.  No call though received in 4 days.

I've tried over 50 times to call PayPal never connecting, always told limited staff cant connect. That's entire mornings or afternoons hanging on the phone.

Strangely I have now been able to set up a new PayPal account using my original email address, which was hacked.

I can now send messages via the new account but frankly they don't get it and keep saying its a password problem even though i advise that my original account and details have been taken over, i cant access that account.

What can i do to get through to PayPal to close or do something regarding the original account?

Thanks

Martin
