Account Still Limited after steps completed

Hi. My account has been limited for months now and I have completed the steps and even responded to their email asking for additional information but still the limit has not been lifted. This is getting frustrating as I tried to contact Paypal but I've been on queue for more than 3 hours and nobody answered.  What should I do? Thank you.

Best to stick the phone on loud speaker and carry on with what you are doing until they pick up, try and choose a quieter time ie early morning or last thing before they close.
