So, I have my account limited, meanwhile, I also got some dispute. Paypal want me to respond, while I already respond and even it's already refunded to the buyer. I already submit my other info, but I don't know what to do with this one, since if I go to my Resolution Center, there's nothing there (obviously, because the case is closed).

Okay, I have a good news. So the reason why we can't do anything even if we're decide to refund and close the case, is because Paypal give us 10 days to appeal the dispute if we don't agree with the decisions. If you go to resolution center, and you still see the 'appeal' link or such, that means you still can appeal for the case. And because of this, the case is still considered as 'open' in paypal admin system.
So what you should do is either wait 10 days so it will be closed automatically, or contact Paypal using the message feature (in top right menu, beside the gear icon). you can chat the paypal customer service there, it will take a day or two for them to reply. I got help from one of the CS, he close the case since I said that I don't want to appeal, he also help me upload some of my info again, and now my account limitation is lifted already.

I have the same problem. I did close every dispute/claim/chargeback by issuing a full refund to the customer. How can I resolve the limitation?

how can we contact paypal? I'm afraid that our submission won't be checked unless we 'respond to the dispute' (because they only check people who submit all files needed), so while it's not there, we won't be checked? god this is frustrating .., I bet they manually check the dispute because it isn't there for the first time, and when I respond my dispute case, it's there asking me TO RESPOND, and they will mark it as complete once I respond (which I already have) ..
