Hey guys, I recently tried to reactivate my paypal account to start using it as im starting to need it, but i cannot use it as paypal is telling me i have limitations on my account. I can not close my account nor create a new one as i cant change my email/phone number. If anyone can help with this that would be great, i contacted PayPal but they replied with a automated message. -Cheers
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages. It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
