I tried to create an account when I was 17 so I'm pretty sure that's why it says that I can no longer use it but I just turned 18 and I really want to be able to use Paypal, so should I call them to resolve everything or would that just make it worse?
You would never be able to use that illegally opened underage account again but you can ask customer services if you can open another now that you are 18 however thats not guaranteed as you have already shown you don't respect their rules by opening one underage. Good luck.
