Account Access Limited

PayPal has limited my account access and I have read and understand how to resolve this under most circumstances; however, my problem is different and the 'Resolution Center' is unable to help me. I hope someone here can. 

 

I needed to wire money to a title company. I thought that I had to add them as a bank to do so. Wrong. But, not knowing that, I tried. Now I am in limbo with a bank that I cannot access b/c it is not my bank and an account I cannot remove b/c it has not yet been added! PayPal keeps wanting me to provide documentation and all I want PayPal to do is cancel my request to add that account to my PayPal but they seem incapable of doing that. I can't do it myself. Any suggestions?

 

Thanks in advance. Any ideas will be more help than anything I've received from PayPal.
