ACCOUNT LIMITED NOT ABLE TO USING AND KYC

My account is on limited for 180 days. I am not 18 year old that time was I created PayPal account . I open account in 2018. I uploaded my kyc document to complete verification but not complete .

Why was my account locked?
PayPal account is locked. What shoul I do?
