I have an account alert since couple weeks ago and the only area I get disapproved is PROOF OF ADDRESS

I've sent government papers, utility bills and still not approved.

How can I get this approved?

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
