my customer is not able to make payment

hi i am just new to pay pal i have created an small business account with paypal recently i try to get paid by one of my customer but when ever they are tryin to checkout the getting error message like We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available). or when they click review and pay they are dirceted to another page pay and when they click on pay they come back to the page review and pay and if you try it several times still the payment is not going through i talked to customer service of paypal in india they told me that who wants to pay you in paypal need to register first but i know paypal provides gateway where you can check out without registering i am really confussed and want ot quit the services of  paypal and yeah i have tryed every way to get payment by requesting it by a mail and even sending a invoice and ofcourse my website link of paypal wont work either they are not able to make any payment to my account and i have verfiyed my email addresss my pancard and bank details even tho why i am getting this kind of error mess for here on i think may be the services of paypal are not good or maybe the reason that paypal services for indian consumers are not upto the mark i am tryin to get paid by usa customers any suggestion

If you want buyers to be able to pay you without a paypal account then i think you need to sign up to website payments pro.>>>
