Hi there allysonhudd,
If the transaction shows as Completed through your account then the seller is obliged to send the item to you regardless of the status of the payment on their end.
If the seller wishes to refund you they can use the 'Refund Link' next to this transaction.
I would not pay for the item again unless it has been refunded back to you and if you do not receive your item I would open a Non Receipt dispute through PayPal, please note you have 45 days to do this.

customer obliged to send goods when payment is pending for 21 days!
this is incorrect if you seek legal advice they will tell NOT to send or despatch goods until funds have cleared in your account and transaction is completed. paypal also suggests if you pay someone by echeque NOT to send or despatch goods until the funds have cleared!!! so do not send or despatch goods until you recieve payment NOT payment pending because you have not been paid for that item paypal has been paid but not you.
